Background to Stage 2 of the masterplan and developed designs

In 2018, Waltham Forest Council approved a revised Masterplan for Fellowship Square, previously Waltham Forest Town Hall Campus, which was developed to RIBA Stage 2 level, this means a concept design stage with a finalised masterplan brief.

The campus redevelopment is divided between two phases, the first of which includes the refurbishment of the Grade II listed Town Hall, creation of a new Civic Square and a new water feature and is being delivered by the Council.

Phase 2 will deliver a new civic building and a brand new residential neighbourhood at Chapel End. The Council approved to proceed with procurement for a Development Partner in 2018 to undertake Phase 2.

Following a shortlist in March 2019, Countryside Properties were appointed in December 2019 to design the Masterplan for Fellowship Square along with the design team.

In 2020, following a series of workshops with the local community and Council staff, it was decided to re-name the Town Hall Campus to 'Fellowship Square'. The name Fellowship Square responds to the feedback received by the Council, respects the history and heritage of the Town Hall and captures the spirit and essence of what people want this space to become.

Phase 2

This phase of the project includes building new and affordable homes, prioritised for local residents, a landscape that opens up the campus for public use with leisure, entertainment and commercial spaces and a brand new civic building which will transform the way the council operates and delivers services to residents. Building on the legacy of London Borough of Culture.
